Exit to Current Directory When Started from DOS Prompt

Is it possible to configure V to exit to the current directory when started from a DOS prompt rather than the directory V was started in if you have browsed to another?

No. There is no way of doing this.

The best you can do is to open up another DOS prompt in the current directory by pressing Alt+C
